In June 2023, the Bond Bank issued $92,665,000 in tax-exempt bonds. The 2023B bonds financed the construction of 3 public facilities: Fredrick Douglass Park, Forensics Services Agency, and the Youth and Family Services Center. The Series 2023B contributed $20M to fund the construction of a new and much-improved neighborhood hub for the 43-arc park founded that was founded in 1921, and it set for a March 2024 completion. The Series 2023B bonds contributed $30M to fund the construction of a new, state-of-the-art, 2-story crime lab and forensics center that is designed specifically for forensic testing to be located on the Community Justice Campus. The Series 2023B bonds contributed $40M to fund the construction of the Youth and Family Services Center, a new family-centering facility for juvenile justice and rehabilitation to be located on the Community Justice Campus which includes a learning center equipped with technology upgrades, a vocational room, an art room, a gymnasium, and an outdoor recreation area.
