Pursuant to Indiana law, the Bond Bank Board of Directors appoints an Executive Director who serves as Secretary-Treasurer of the Board. The Executive Director’s duties include selecting a staff and managing and overseeing the day-to-day operations of the Bond Bank. The current Bond Bank staff brings years of experience and specialties from various facets of municipal government and public finance.
Sarah Riordan – Executive Director General Counsel
Sarah Steele Riordan joined the Bond Bank in January, 2016, following the election of Mayor Joe Hogsett. She has been in the private practice of law since 1994 and has focused on civil litigation, white collar criminal defense and public entity law.
Born in Detroit, Michigan, Ms. Riordan received her B.A., with high distinction, from the University of Michigan in 1990. She graduated cum laude from IU Maurer School of Law in 1993 and served as law clerk to the Honorable James G. Carr, U.S. District Judge for the Northern District of Ohio. Following her clerkship, she was an associate in the firm of Connelly, Jackson and Collier from 1994-2000. In 2000, she moved to Indianapolis to join Bose McKinney & Evans LLP where she became a partner in 2004. From 2011-2016, she was a member of Frost Brown Todd LLC’s government services practice group.
Ms. Riordan previously served on the Indianapolis Marion County Board of Zoning Appeals and as a member of the Indiana Election Commission. She lives in the Old Northside.
Kyle Willis – Associate Director & Chief Compliance Officer
Kyle Willis serves as the Associate Director and Chief Compliance Officer for the Indianapolis Local Public Improvement Bond Bank. He has been with the Bond Bank since November of 2005. He previously served as the Bond Bank’s Project Manager and Senior Project Manager. Prior to joining the Bond Bank, Mr. Willis worked as a Financial Analyst for the Indianapolis Airport Authority from August of 2004 to October of 2005. He holds a B.S. in Finance from Marian University and has served as the acting President of the Massachusetts Avenue Community Development Corporation Board since 2013.
Isaiah C. Kuch – Senior Project Manager
Mr. Kuch joined the Bond Bank in 2010 and currently serves as Senior Project Manager. Kuch received his Bachelor’s degree in Economics from La Salle University in Philadelphia, Pennsylvania in 2007, shortly after he entered the United States through The Lost Boys of Sudan Program. While at La Salle, he also minored in Business Administration. After his undergraduate studies, Mr. Kuch won a full scholarship to Indiana University’s School of Public and Environmental Affairs (SPEA) where he received his Master’s degree in Public Financial Administration, Economic Development, and Policy Analysis. During his tenure at SPEA, as the Eads Fellow and the City of Indianapolis Urban Fellow, he worked at the Mayor’s Office of Enterprise Development. At the Bond Bank, Mr. Kuch handles project management, which consists of project development, administration, and post-construction monitoring.
Kuch is a founding member of Juet Community Rehabilitation Services (JCRS), a non-profit organization that aims to rebuild Juet, a village in South Sudan from the ruins of the world’s longest civil war. He served as the Vice President of the organization from 2007-2009. Under his leadership, JCRS was able to expand its initiatives and broaden its funding avenues. He currently sits on the Board of Directors for JCRS where he focuses on identifying new funding sources and recruiting voluntary expertise for the organization.
Brad Busse – Controller
Brad Busse graduated with honors from Indiana University with both a BA and MBA in accounting. Before joining the Indianapolis Bond Bank in October 2008, he worked seven years in the public accounting field, in Los Angeles, CA (PricewaterhouseCoopers, LLP) and Indianapolis, IN (Katz, Sapper, & Miller LLP). His responsibilities include maintaining the Bond Bank’s financial numbers, from both a trust and operational perspective, at a level that meets generally accepted accounting principles and industry standards.
Laurie Canatsey – Chief Budget Officer & Sr. Finance Manager
Ms. Canatsey has been employed with the Bond Bank since October 2000. She served as the Finance Assistant from October 2000 to June 2005 before being promoted to Finance Manager. Laurie currently serves as the Chief Budget Officer & Finance Manager. Her previous professional experience includes administrative positions with the Indiana Health Professions Bureau and the Indiana Family & Social Services Administration. She served in the United States Marine Corps from 1993-1995. She holds a Bachelor’s Degree and a Graduate Certificate in Public Management from Indiana University (IUPUI campus).
André Zhang Sonera – Project Manager & Peterson Fellow
André Zhang Sonera joined the Bond Bank in January 2017, as a Project Manager, after serving as the Peterson Fellow for the Mayor’s Office. Originally from San Sebastián, Puerto Rico, André received his Bachelor’s degree in Public Affairs and Policy Analysis from the School of Public and Environmental Affairs (SPEA) at Indiana University (IUPUI Campus) in 2016. His previous work experiences at the White House, the New York City Mayor’s Office of Operation, and the Office of the Indiana Lt. Governor, have nurtured his passion for public service and government.
